Global Anglican Council

The Global Anglican Communion is led by the Global Anglican Council, a body of primates, advisors and guarantors drawn from across its fellowship. This council reflects a shared commitment to conciliar leadership, bringing together bishops, clergy and lay leaders who together exercise responsibility for doctrine, mission and fellowship.

The Global Anglican Council provides spiritual and strategic oversight for the Communion, including recognising provinces and dioceses and supporting the growth of authentic Anglican witness worldwide. It is served by a Secretariat led by the General Secretary, with global co-ordination strengthened through regional networks and partnerships across affiliated provinces.

The Most Revd Dr Laurent Mbanda

Archbishop of the Anglican Church of Rwanda, Chairman of Gafcon since 2023

Archbishop Laurent Mbanda was born in 1954. While he was born in Rwanda, he spent a large part of his childhood in Burundi as a refugee. He graduated at the Kenya Highlands Bible College, in Kericho, Kenya, before returning to Burundi, where he was ordained an Anglican priest. He moved to the United States in 1984, where he completed an M.A. in Missiology at the Fuller Seminary’s School of World Missions, in Pasadena, USA, an M.A. in Christian Education at Denver Seminary, USA and a PhD at Trinity International University, in Deerfield, Illinois, USA. He was consecrated Bishop of the Diocese of Shyiria in March 2010. He was then elected the fourth Archbishop and Primate of the Province of the Anglican Church of Rwanda on 17 January 2018. His enthronement took place on 10 June 2018. He is a longtime supporter of GAFCON. He is the author of the book ‘Committed to Conflict: The Destruction of the Church in Rwanda’ (1997), co-written with Steve Wamberg, about the Rwandan Genocide. He has also written an autobiography ‘From Barefoot to Bishop’ (2017). Archbishop Laurent Mbanda assumed his position as Chairman on 21 April 2023.

Archbishop of the Anglican Church in Brazil, Vice Chairman

Miguel Uchoa is the Archbishop and Primate of the Anglican Church in Brazil, Bishop of the Diocese of Recife, and is founder and rector of Holy Spirit Church, Great Recife, a thriving congregation and the largest Anglican Church in Latin America. He has a post-graduate degree in Theology, and is passionate about the expansion of the Church among the next generation. Archbishop Miguel is married to Juliane. He has two sons, Gabriel and Matheus. His hobbies include surfing! Archbishop Miguel Uchoa assumed his position as Vice Chairman on 21 April 2023.

The Most Revd Samuel Stephen Kaziimba Mugalu

Primate of the Church of Uganda

Kaziimba was ordained in December 1990 by Bishop Livingstone Mpalanyi Nkoyoyo. He served as Assistant Vicar at Nakibizzi Parish, Buikwe District, from 1990 to 1994. He then served as parish priest at Katente Parish from 1997 to 2000. From 2000, he was the Vicar of Mukono Cathedral. On 1st March 2020 he was enthroned as the Primate of the Church of Uganda and Bishop of Kampala.

The Most Revd Henry Chukwudum Ndukuba

Primate of the Church of Nigeria (Anglican Communion)

Archbishop Henry was ordained in 1984 at the age of 23 – the minimum age for ordination in the Church of Nigeria. He was made a Canon after five years, aged 28; and became an archdeacon just three years later. He was elected bishop at the age of 38 and was confirmed as the Primate of the Church of Nigeria (Anglican Communion) on 25th March 2020.

The Most Revd Dr Siegfried John Ngubane

Presiding Bishop of the Reformed Evangelical Anglican Church of South Africa (REACH-SA)

Presiding Bishop Ngubane graduated from the REACH-SA seminary, George Whitefield College (GWC), in 1998. He also holds master’s degrees in industrial psychology from the Stellenbosch University and in missiology from South African Theological Seminary and a Ph.D. in missiology from the University of the Free State. Ngubane was rector of Christ Church Khayelitsha near Cape Town. In September 2023, the REACH-SA synod elected Ngubane as presiding bishop. He is married to Maureen, and they have three adult children.

The Rt Revd Julian Mark Dobbs

Acting Archbishop of the Anglican Church in North America

The Rt Revd Julian Dobbs is Bishop of the Diocese of the Living Word and Dean of the Mid-Atlantic Convocation of the Anglican Church in North America (ACNA). He currently serves as Acting Primate of the ACNA and is Gafcon Regional Secretary for North America. Originally from New Zealand, he has served in ordained ministry for over three decades, including church planting, parish leadership, and episcopal oversight in both New Zealand and the United States. Bishop Dobbs is committed to biblical faithfulness, evangelism, and the strengthening of Anglican identity, contributing to the global fellowship of authentic Anglicans through his leadership in North America and his service within Gafcon.

The Most Revd Enrique Lago Zugadi

Archbishop of the Anglican Church of Chile

From 1994 to 2017, Archbishop Enrique was pastor of Iglesia Providencia in Santiago. In 2017, he was installed as rector of St. James’ Church in Punta Arenas and was missionary archdeacon in the south. In 2018 he was elected as the future diocesan bishop of Concepción (later called the Diocese of the South of Chile). He was consecrated to the episcopacy at St. Paul’s Cathedral, Valparaíso in 2018, and became diocesan bishop upon the formation of the diocese that year. In January 2025, Archbishop Enrique succeeded Tito Zavala as the second archbishop of the Anglican Church of Chile.

The Right Revd Paul Donison

General Secretary

Bishop Paul is the Rector and Dean of Christ Church Plano. Ordained in 2004, he served in several Canadian parishes before being called to Texas in 2016 with his wife and their four daughters. In 2023 he was elected by the Gafcon Primates Council as General Secretary, and consecrated as a Bishop in Rwanda in 2024. In 2024 he was appointed as Assisting Bishop for the Great Plains Missionary District (ACNA), and in 2026 was elected as General Secretary of the Global Anglican Communion. He holds degrees in Fine Arts (University of Victoria), Theology (Regent College), and is a doctoral candidate (Trinity Anglican Seminary). Passionate about the discipline of Bible memorization, Bishop Paul loves to dramatically storytell the Scriptures when he preaches.

Bishop Davies is an Australian Anglican bishop. He was ordained in 1981 then served as lecturer at Moore Theological College until 1995. Bishop Davies was Bishop of the North Sydney from 2002 to 2014 then served as the Archbishop of Sydney and Metropolitan of the Province of New South Wales in the Anglican Church of Australia from 2003 to 2021. Since August 2022 he has served as bishop of the Diocese of the Southern Cross.

Presiding Bishop of EKKIOS, a new Province in formation for MBB’s. Bishop Yassir Eric was born in Sudan with a Muslim background, lived in Kenya and studied theology in Germany. He received an M.A. in Missiology at Columbia International University, an M.A. in Theology from University of Heidelberg, and received his doctoral degree in Theology from the Protestant University in Wuppertal, Germany. Yassir Eric is a professor at the Academy of World Mission of Columbia International University in Germany and serves as the Director of the European Institute for Migration, Integration, and Islam (EIMI).

The Rt Revd Andrew John Lines

Presiding Bishop Anglican Network in Europe

On June 30, 2017, the Anglican Church in North America’s College of Bishops was joined by 27 Primates, Archbishops, Bishops from around the Anglican Communion to consecrate The Rev. Canon Andy Lines as a missionary bishop for Anglicans in Scotland, the UK, and Europe. Bishop Andy was ordained in Paraguay where he led a pioneering work of encouraging training clergy and lay ministers. From 2000-2018 he served as Mission Director of Crosslinks, a Church of England society enabling mission initiatives in many parts of the world. He is married to Mandy and they have three adult children.

The Most Revd Kanishka Raffel

Archbishop of the Diocese of Sydney

Archbishop Kanishka Raffel was born in London to Sri Lankan parents and was raised as a Buddhist. As a young child, the family moved to Australia and in later years, Kanishka studied Law at the University of Sydney. While at University, a friend gave him a copy of the Gospel according to John and he subsequently became a Christian. He was ordained deacon in 1996 in Sydney and priest in 1996 in Canberra-Goulburn and has ministered in Sydney, Canberra and Perth. He was consecrated as the thirteenth Archbishop of Sydney in May 2021.

The Most Revd Dr Peter Jasper Akinola is a former Archbishop of the Church of Nigeria (Anglican Communion), serving as Primate from 2000 to 2010. He is a leading figure in the global realignment of Anglicanism and a founding leader of the Gafcon movement. Archbishop Akinola played a decisive role in upholding biblical orthodoxy within the Anglican Communion, particularly during a period of significant theological division. His leadership helped to shape the emergence of a global fellowship of confessing Anglicans committed to the authority of Scripture. He continues to serve as Chairman of the Gafcon Guarantors, offering wisdom and oversight in maintaining the vision, doctrine, and mission of the Global Anglican Communion.

Mr Olayinka (“Yinka”) Fisher is a Nigerian businessman and senior Christian leader who serves as a Guarantor and Trustee of the Global Fellowship of Confessing Anglicans (Gafcon). In this capacity, he plays a key role in safeguarding the movement’s doctrine, vision, and long-term continuity, supporting the life and mission of the Global Anglican Communion. He is widely recognised as a respected lay leader within Gafcon, contributing to governance, strategic oversight, and the strengthening of global partnerships. He also served as Vice Chairman of the Church of Nigeria (Anglican Communion) G26 Organising Committee, helping to deliver the landmark global gathering in Abuja in 2026. In addition to his church leadership, Mr Fisher is an accomplished entrepreneur with experience in international governance, including service connected with the International Cricket Council.

Mr Emmanuel Andrew Kampouris

Gafcon Guarantor and Trustee

Mr Emmanuel Andrew Kampouris is an American businessman and Christian leader who serves as a Guarantor and Trustee of the Global Fellowship of Confessing Anglicans (Gafcon). In this role, he contributes to safeguarding the movement’s doctrine, vision, and long-term continuity, supporting the life and mission of the Global Anglican Communion. He is the former Chairman and Chief Executive Officer of American Standard Companies, where he led the global corporation for over a decade and gained wide recognition for his leadership in business and corporate governance. Within the Global Anglican Communion, Mr Kampouris is a committed lay leader, offering strategic insight and oversight in support of the movement’s global ministry and mission.
